On December 25, President Gurbanguly Berdimuhamedov has held video conference session of the Cabinet of Ministers where priority subjects of the state life as well as drafts of some documents have been reviewed. Heads of administrations of the regions and Ashgabat have been invited to the session.
Coming over to the agenda, the Leader of the Nation has given floor to Chairman of the Cabinet of Ministers G.Mushikov who reported on the activity performed by the structures under his supervision according to the Resolution on establishment of the system of electronic document management and websites as well as on putting them into operation, which was signed by the President of Turkmenistan on February 27, 2020.
Organizations of financial and economic block undertake integrated measures for successful solution of objectives outlined in this document.
The website of the Fund of previous metals and stones of the Central Bank is under development at present. Various services including registration of the orders for procurement of production and payment by national bank cards will be offered at the website.
The launch of new website is to support the fulfilment of works specified in the Program of the President of Turkmenistan for social and economic development of the country in 2019 2025 and the Concept of development of digital economy in Turkmenistan in 2019 2025 as well as to expansion of the range of non-cash payments.
Further, the Vice-premier has reported on fulfilment of assignments of the Head of the State on timely payment of salary for December this year to personnel of all organizations regardless of the ownership.
Having listened to the report, the Leader of the Nation has ordered the Vice-premier and heads of administrations of the capital and regions to continue taking practical measures for fulfilment of works planned in this direction.
In this regard, the heads of administrations of the regions and Ashgabat have received an instruction to hold the solution of the utmost social objectives, especially those related to timely payment of salaries to personnel of facilities and payment settlements with tenants, on sites under strict control.
The Leader of the Nation has noted that support of the rates of economic growth and improvement of life of the population by use of advanced technologies are the main objectives of the government policy.
Having focused on priority aspects of activity in this field, President Gurbanguly Berdimuhamedov has requested the Vice-premier to carry out necessary works for development of new website together with profile departments.
Further, Deputy Chairman of the Cabinet of Ministers M. Meredov has reported on the situation of the spheres under his supervision and work for strengthening of equipment and facility base of the facilities of oil and gas complex, stable growth of technical and economic indicators.
The Vice-premier has reported on planned works for maintenance of the main electrical substations of Turkmenbashy Refinery Complex, which are designated for reduction of voltage and distribution of electricity to consumers.
This project, which is aimed at provision of reliable power supply of production facilities of Turkmenbashy Refinery Complex, is provided by the Program of social and economic development of the country for 2019 2025.
Having listened to the report, Head of the State Gurbanguly Berdimuhamedov addressed the Vice-premier with instructions for further technical rearmament of the facilities of the complex, introduction of efficient technologies providing deep waste free processing of hydrocarbon materials, innovative methods of petrochemical production as well as expansion of its variety.
Having signed the Draft Resolution on corrective maintenance of the 1st and 2nd reducing substations of Turkmenbashy Refinery Complex, President Gurbanguly Berdimuhamedov sent it to the Vice-premier by electronic document management system and addressed relative instructions.
Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev has reported on seasonal field works, which make base for the next year harvest, as well as on the measures in provision of food abundance.
Care of winter crops including mineral fertilization is carried out these days in the region according to agricultural and technical standards. At the same time, preparation of lands for cotton and other agricultural crops is carried out.
At the same time, maintenance service of agricultural equipment and inventory is carried out in regional technical service facilities and farming associations.
Having listened to the report, President Gurbanguly Berdimuhamedov addressed the Vice-premier and heads of regional administrations with certain assignments for further realization of the programs of agricultural development and reforms in agricultural complex.
At the same time, the Head of the State has made special mention of the importance of wide introduction of modern agricultural technologies, study and practical implementation of advanced world practice in the country, which support efficient use of land and water resources.
The President of the country has noted that works carried out in the regions have to bring certain results and given instructions to the heads of the regions on proper preparation of lands, equipment and inventory to the next sowing campaign and making of all conditions for productive work of the farmers.
Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has reported on the situation in the spheres under his supervision and measures for improvement of activity of chemical industry.
Work for bringing of normative and legal acts, which are used in chemical industry, into compliance with time requirements is carried out.
Draft Resolution on Licensing of activity on import, production and sale of chemical production has been developed by the specialists of Turkmenhimiya State Concern for realization of the Resolution of President Gurbanguly Berdimuhamedov on Improvement of organization of licensing activity in Turkmenistan dated by May 29 this year.
This document will support to the establishment of favorable conditions for organization of works for import, production and sale of chemical production performed by economic entities and private businessmen.
The Vice-premier has also reported on the construction of the facilities, which are planned to be opened on occasion of the 30th anniversary of Turkmenistan’s independence.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted an exclusive importance of work for improvement of the legislation in licensing of certain activities and gave specific assignments to the Vice-premier.
The Head of the State has ordered the Vice-premier and heads of Ashgabat and regions to hold the construction of facilities, which opening is timed to coming anniversary of Turkmenistan’s independence, under strict control.
Deputy Chairman of the Cabinet of Ministers B. Ovezov has reported on preparation to organized celebration of New Year.
In the report, the Vice-premier has informed about measures for organization of duty of all services, which provide comprehensive vital functions of the cities and villages, in celebration days.
Having listened to the report, Head of the State Gurbanguly Berdimuhamedov requested to hold under strict control precise and uninterrupted operation of transport and communication systems in the days of celebration of New Year and to pay special attention to work of municipal services, gas, electricity, water provision facilities, healthcare, passenger transport and shops.
Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov has reported on the measures for opening of facility for production of children toys in the country.
Thus, it is proposed to open profile facility, which would be provided with advanced equipment, in Ashgabat at the first stage. At the same time, the world for study of the world practice and training of specialists in this sphere will be continued.
Having listened to the report, the President of Turkmenistan highlighted that industrial sphere of national economy has important objectives for increment of production, formation of new technological complexes, opening of facilities producing various and competitive goods based on efficient use of local material resources.
Studying the demands of home market and following the requirements of the population, Turkmen designers have to develop and open new facilities for production of various goods including toys, the President of the country noted, having addressed the Vice-premier with assignments on this account.
Deputy Chairman of the Cabinet of Ministers M. Mammedova has reported on the preparation to New Year celebration.
At present time, various TV and radio programs, TV versions of concerts, theatre performance and other art shows, which would be demonstrated on New Year eve and on celebration days are under preparation taking into account the instructions of President Gurbanguly Berdimuhamedov given during working meeting dedicated to development of cultural sphere and improvement of activity of mass media.
Special programs with participation of art masters, famous cultural personnel and our fellow countrymen who demonstrated good results in work will be broadcasted.
The State Puppet Theatre, which would demonstrate scenes from favorite shows, has prepared artistic gifts for young Turkmenistan citizens.
Demonstration of celebration show Täze ýylyň öwüşgünleri will be held in the State Circus.
Traditional New Year video conference between Ashgabat and regions of the country will be held on December 31 at the square in front of Alem Cultural and Entertainment Center. Bright fire work will finish the event.
Having listened to the report, President Gurbanguly Berdimuhamedov focused that all planned events in the capital and regions of the country have to be held on high level, having given certain instructions to the Vice-premier and heads of the regions.
Further, Deputy Chairman of the Cabinet of Ministers M. Geldiniyazov hs reported on the situation of the spheres under his supervision as well as on development of the Program of support and development of physical training and sports in Turkmenistan in 2021 2025.
The main goal of the Program is to assert the principles of healthy life style in the society by comprehensive support and development of physical training and sport, making of conditions for efficient use of their capabilities for efficient time spending of the citizens, strengthening of health and prevention of diseases among the population as well as bringing of Turkmen sport to advanced positions in the world.
Improvement of relative legal base, development of cooperation with sport organizations of foreign countries and introduction of advanced achievements and innovative technologies, popularization of physical training and sports among the youth, training of athletes of international level these and many other important objectives are specified as the amin directions of the Program, the Vice-premier highlighted.
In this regard, the Draft Projects of the Program of support and development of physical training and sports in Turkmenistan in 2021 2025 and the Plan of the Program’s realization have been presented to the Head of the State for review.
Having listened to the report, President Gurbanguly Berdimuhamedov noted special importance of large-scale work for active propaganda and assertion of the principles of healthy life style in Turkmen society and gave instructions to the Vice-premier for improvement of works in this direction.
Further, Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov has reported on strengthening of contractual and legal framework of foreign activity of Turkmenistan, one of the main directions of which is further development of cooperation with competent international structures.
In this context, it was informed that as of today, our country is a member of 161 conventions, treaties and other multilateral documents. 217 projects have been accomplished together with representatives of international organizations accredited in Turkmenistan for their practical implementation in 2020.
The Vice-premier, the Foreign Minister has presented number of proposals for strengthening of legal base of cultural and humanitarian relations to the President of Turkmenistan for review.
First of all, cooperation with the United Nations Educational, Scientific and Cultural Organization (UNESCO) is developed on long-term basis. Turkmenistan is a member of10 conventions and multilateral agreements of the above-mentioned organization. It is proposed to ratify two UNESCO Conventions by the outcomes of joint work carried out by relative government authorities of the country.
The Convention on combating discrimination in education, which was adopted in 1960 and is a only international document promoting the principles of equal access to mandatory initial and secondary education, higher education and equal opportunities in education for all, is one of them. At present time, 104 states are the members of this Convention.
Adopted in 2005, the Convention on protection and encouragement of variety of forms of cultural expression, which provides such important objectives as protection and stimulation of various forms of cultural variety, mutual enrichment of cultures as well as expansion of cultural dialog in the world, is also proposed to be ratified. 148 states are the members of this document.
Secondly, the relations between Turkmenistan and World Intellectual Property Organization (WIPO) are actively developed in the last years. Our country is a member of 14 international conventions and multilateral document, which are regulated by this structure.
In this regard, the proposal on joining to the Agreement on Patent Law, which was adopted by WIPO in 2000, has been made.Being a multilateral document, the agreement is designated for operational and simplified monitoring of applications for obtaining of patent document providing legal protection of industrial samples and inventions.
At the same time, it serves as an efficient tool for provision of patent law on international level.
Third, the Vice-premier continued, it is necessary to make special mention of productive character of cooperation with International Labor Organization. By present time, Turkmenistan has joined 10 documents of ILO.
In this context, ratification of Convention 122 on Policy in Employment Sphere, which has been adopted in 1964 and includes 148 state members, is seemed to be reasonable.
This document is aimed at improvement of the level of occupancy of the population, satisfaction of needs of labor market in manpower and support of balance of proposals as well as at efficient management of labor resources and expansion of foreign activity in this sphere.
Summing up the report, President Gurbanguly Berdimuhamedov has noted that being committed to strengthening of beneficial cooperation with all interested partners, our sovereign state builds international relations according to the Concept of foreign course of neutral Turkmenistan in 2017 2023. The document specifies improvement of contractual and legal framework of multilateral contacts as one of the main objectives.
Big role in this process is given to legislative authority of the country, the Leader of the nation continued, having requested the Vice-premier, Foreign Minister to discuss given proposals with the Mejlis and take necessary practical measures for fulfilment of plans.
Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch.Amanov has reported on work carried out by military and law enforcement agencies of the country.
Realization of the military reform initiated by the President of Turkmenistan, strengthening of equipment and facility base of law enforcement structures as well as solution of social issues of military personnel were among separate subjects of the report.
Having listened to the report, Head of the State Gurbanguly Berdimuhamedov noted that our country strictly follows the principles and goals of defensive military doctrine, having addressed the Vice-premier, Secretary of the State Security Council with specific instructions.
Speaker of the Mejlis G. Mammedova has informed about current legal activity of National Parliament.
It was mentioned that taking into account proposals received from the ministries and profile departments as well as based on study of international law-making practice, the development of number of bills regulating public relations in the sphere of private and government partnership, land use, education, health protection and improvement of social and living level of the population is carried out at present time.
The adopted documents are updated taking into account new realities and social and economic policy of President Gurbanguly Berdimuhamedov.
At the same time, legal acts related to the first election of the members of the People’s Council of the National Council of Turkmenistan and organization of work of the People’s Council are analyzed and normative and legal framework is developed based on the Law on National Council of Turkmenistan.
The deputies of the Mejlis have taken part in online sessions and conferences organized by the Office of the UN High Commissioner for Human Rights, Office on Drugs and Crime, Representative Office of International Migration Organization in Turkmenistan and the Population Fund.
The Mejlis was also represented at the first session of women leaders of Central Asian countries held in video conference format. The goal of the meeting was to strengthen the role of women in multilateral relations for achievement of peace and sustainable development of regional level.

Having noted the importance of new documents in the context of the course of Turkmenistan toward strengthening of legal foundations, Head of Turkmenistan Gurbanguly Berdimuhamedov highlighted the necessity of this work taking into consideration of the priorities of the country’s development at modern stage as well as recognized standards of international law.
Further, the Head of the State has called Director of the Academy of Sciences S. Toylieyv and Minister of Health Protection and Medical Industry N. Amannepesov to video conference call.
Addressing them and all Vice-premiers, the President of Turkmenistan has focused on the issues related to combating of coronavirus infection that has spread all around the world.
The Head of the State has noted that Turkmen land is rich with natural resources, especially with hydrocarbons and mineral resources.
At the same time, the flora of the country, which is distinguished variety and amount of herbs supporting the development of livestock farming, deserves special attention
Throughout the centuries, people used these herbs as food and also used herbs, berries and fruits as a medicine. As you known, the President continued, 12 volumes of book “Medicinal Plants of Turkmenistan” have been published but inexhaustible capabilities of our “green pharmacy” inspire to continue this work.
Continuing the subject, Leader of the Nation Gurbanguly Berdimuhamedov has said about production of treatment and preventive medical products from licorice, which has four varieties in our country and 15 around the world.
The Leader of the Nation stated that one of the volumes of Medicinal Plants of Turkmenistan describes the properties, biological features and chemical composition of licorice roots, which our ancestors used effectively to heal various diseases, especially against coughing and diseases of upper respiratory tract.
Today, the scientists note that glycyrrhizic acid, which is a part of the composition of this plant, prevents the development of new coronavirus, with which the whole world is combating.
Neutralizing effect is achieved even by the small concentration of water solution of licorice root.This fact speaks of the necessity of detailed study of antivirus effect of glycyrrhizic acid.
Thus, scientists from all over the world search for efficient means against this dangerous infection at present time making numerous studies, the Head of the State said. The licorice root could be one of them.
Study of its properties based on existing practice of use opens the opportunity for joint work of Turkmen and foreign specialists, the Leader of the Nation said, having highlighted that Turkmenistan has sufficient reserves of this plant for production of medicine.
At the same time, it was noted that Turkmen licorice is distinguished by valuable properties from other species growing in many parts of the planet as our climate has ideal conditions for accumulation of useful substances in this plant.
Summing up what was said above, the Head of the State has ordered the President of the Academy of Sciences to take necessary measures for further deep scientific study of this subject and the Minister of Health Protection and Medical Industry to organize works for modernization of existing and construction of new pharmacological facilities.
Number of other current subjects of the state life, on which relative decisions have been made, were reviewed at the session.
