President Gurbanguly Berdimuhamedov held the session of the Cabinet of Ministers where realization of Presidential and other programmes of social and economic development have been discussed.Having announced the agenda, the Head of Turkmenistan gave floor to Deputy Chairman of the Cabinet of Ministers G.
Myradov who reported on work of the structures under his supervision.Summing up the report, President Gurbanguly Berdimuhamedov noted that it is necessary to hold under permanent attention the issues of timely fulfilment of the objectives outlined in national and government programmes.
It is also important to hold the events demonstrating achieved levels of development of national economy.Deputy Chairman of the Cabinet of Ministers M.Meredov reported on the activity of facilities under his supervision and realization of the Programme of development of oil and gas industry of Turkmenistan until 2030.
Having focused the attention of the Vice-premier on topical objectives of fuel and energy complex, the President requested to control the fulfilment of planned objectives by the facilities of this sphere.
Growth of production and processing of oi and gas as well as implementation of big investment projects of the leading branch of national economy have been outlined among perspective directions of work.
Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev reported on the situation in agricultural complex and seasonal agricultural works.Reporting on the preparation to the cotton harvest campaign in the regions, the Vice-premier informed that proper agrotechnical activities are carried out at the fields under cotton.
Works for inter-row cultivation and irrigation are at the final stage. 38 cotton ginning plants, 156 reception facilities, 1,076 harvesters, 2,261 vehicles, 2,162 tractors and 325 trailers will be involved this year for the fulfilment of the assignments of the Head of the State on timely and organized cotton harvest campaign.
Having listened to the report, President Gurbanguly Berdimuhamedov expressed the confidence that this year, the farmers will produce generous harvest of cotton.The Head of the State ordered to start the campaign in Ahal, Lebap and Mary Velayat on September 5 and in Dashoguz Velayat on September 16.
After, the President of Turkmenistan focused the attention of the Vice-premier on rational water usage, having noted in this context the necessity of integrated measures on planning of Altyn Asyr Turkmen Lake located in the centre of Karakum Desert.
At present, this region is ecological zone and it is necessary to build the settlements in this place, the Head of State said.It is also necessary to create water treatment facilities and use it efficiently as well as to develop the fishery, the President noted, having addressed the Vice-premier with the number of relevant assignments.
Deputy Chairman of the Cabinet of Ministers K.Durdymyradov made report on the situation in the sphere under his supervision.The Vice-premier informed about fulfilment of the assignments given by the Head of the State on establishment of national electronic industry.
It was informed that the facilities of the State Concern Тürkmenmaşyngurluşyk of the Ministry of Industry have developed the production of various LED lamps, electronic power meters, gas and electrical stoves, electrical heaters as well as learning computers for the first year school students.
Samples of personal computers, which traditionally would be presented to the first year school students on September 1 on behalf of the President of Turkmenistan, have been demonstrated to the Head of the State.
Having noted that improvement of computer knowledge of growing generation is mandatory requirement in educational system, the Head of the State ordered to work on improvement and expansion of the capabilities of the netbooks presented to children as well as on wide implementation of advanced multimedia equipment in educational facilities of the country, further introduction of information technologies to educational process and digitization of such process.
Deputy Chairman of the Cabinet of Ministers D.Amangeldiyeb reported on the preparation to International exhibition and scientific conference “The main directions of development of energy industry of Turkmenistan”.
Annual profile forum is planned to be held in Ashgabat on September 6 8.This year, the participation of the representatives of profile companies and private sector is planned in specialized exhibition organized by the Ministry of Energy and the Trade and Industrial Chamber.
Such subjects as the attraction of foreign investments, modernization of generating and distribution facilities and energy saving will be discussed at the forum.The Vice-premier also reported on the readiness for opening of new power station, which would work based on coordinated management with the Mary State Power Station.
Summing up the information, President Gurbanguly Berdimuhamedov stated that energy industry is one of important branches of national economy.The Head of the State noted the importance of new power station, having highlighted that the energy produced by the station would be delivered to energy system of Turkmenistan and would allow not only providing reliable power supply of the velayat but also increasing the export to other countries.
After, the floor was given to Deputy Chairman of the Cabinet of Ministers Ch.Gylyjov who informed on the preparation to the Exhibition of economic achievements of Turkmenistan dedicated to the 27th anniversary of independence.
The ministries and departments, facilities, organizations, hyakimliks and members of the Union of Industrialists and entrepreneurs will open more than 70 expositions representing the success of development of the country in different spheres like industry, agriculture, construction, energy, transport and communication sector, trade and services, financial and banking systems.
Having listened to the report, the Head of the State gave specific instructions for improvement of the activity of trade and services spheres according to time demands.Particularly, the necessity of work of the enterprises of the branch on holidays and remarkable dates of national calendar has been noted.
Deputy Chairman of the Cabinet of Ministers M.CHakiyev reported on the situation in the spheres under his supervision, work for further improvement of the activity of all facilities.
Actual measures for provision of systematic control of work of motor transport, construction and operation of car parking are taken, equipment and facilities base of the industry is improved and the level of service rendered to the passenger is enhanced.
Having listened to the report, the Head of the State noted that transport system of Turkmenistan has big reserves of production capacities allowing providing growing volumes of passenger and cargo transportation.
In this context, the President pointed out the importance to achieve high quality of works using latest technologies.It is necessary to continue electrification of the railways, Turkmen leader highlighted, having addressed the Vice-premier with certain assignments on this account.
The president of Turkmenistan ordered Vice-premier M.Chakiyev together with Minister of Internal Affairs I.Mulkov and Minister of Motor Transport O.Sukhanov to organize annul international exhibition of various motor transport like passenger, cargo and specialized vehicles.
Deputy Chairman of the Cabinet of Ministers B.Abdiyeva reported on the preparation to coming celebration and remarkable events in September and opening of social, cultural and production facilities timed to these events.
The programme of events include actions and cultural forums aimed at wide popularization of Turkmen culture and achievements of the congress on the way to the progress.Opening of new facilities of educational sphere with participation of local artists is timed the Day of Knowledge and Students on September; the concerts of art masters will be held in Ashgabat song and music centre and in the velayats.
The Korean Week’ events will be held in the first decade of the month in Ashgabat.Rich programme of September events includes the activities dedicated to the opening of profile exhibitions, new living houses and other social and production facilities.
Extensive cultural programme has been prepared for International rally Amul Hazar 2018, bicycle and field and track races along the Great Silk Road.It will be finished by the concert of the art masters in Avaza National tourist zone on September 15.
On the same day, the award ceremony of the winners of national artistic contest and conferring of honoured titles to cultural and art personnel as well as celebration concert will be held in Ruhiyet Palace of Turkmnebashy city.
Various cultural events are prepared for the first session of the People’s Council and the Independence Day of the country.Having listened to the report, President Gurbanguly Berdimuhamedov addressed the Vice-premier with the number of specific assignments on provision of high organizational level of celebration and other cultural mass events.

During the session, the President of Turkmenistan signed the Resolution on reprimand to Deputy Chairman of the Cabinet of Ministers P.Agamyradov for improper fulfilment of his duties and deficiencies admitted in preparation to new educational year.

The visit of the President of Turkmenistan to New York (USA) for participation in the session is planned on September 29 October 2.In this context, it was noted that priority positions of our country at coming global forum have been elaborated under support of Head of the State Gurbanguly Berdimuhamedov, which have been sent by diplomatic channels to the UN members and highlighted in mass media.
Meeting of Turkmen leader with the United Nations Secretary General is planned during the visit.Turkmenistan will follow strictly the principles of neutrality and peace-loving, commitment to political and diplomatic mechanisms for solution of conflicts in its activity under the 73rd session of the UN General Assembly.
Targeted work for practical implementation of international initiatives of the Head of the State on urgent issues of regional and global agenda will be continued.Regular session of the Council of the heads of the CIS countries will be held in Dushanbe, the capital of Tajikistan, on September 28.
It is planned that Turkmenistan will chair the Commonwealth of Independent States in 2019.In this regard, the Concept of the chairing and realization plan as well as the drafts of other relevant documents have been developed with the support of the Leader of the nation.
At the same time, Turkmenistan delegations will take part in regular session of the Board of the UN Special Programme for the economies of Central Asia (SPEKA) and 2018 SPEKA Economic Forum in Almaty (Kazakhstan) on September 20 21 as well as in the nest session of European Regional Committee of the World health Organization planned in Rome (Italy) on September 17 20.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that neutral Turkmenistan proves in practice its invariable commitment to wide fruitful dialog for the sake of universal prosperity.Paying special attention to multidimensional cooperation with the UN, our country takes active part in consolidation of the efforts for the development of coordinated solutions of key objectives of the present, which relates to the improvement of peace and security, achievement of the sustainable development goals in regional and global scale.
In this context, Turkmenistan sees its participation in the work of the 73rd session of the UN General Assembly as continuation of systematic activity as full member of the United Nations Organization, the partnership with which has strategic character, the Head of the State said.
Having outlined the cooperation under the Commonwealth of Independent States as one of priority vectors of foreign course, the President noted that, having undertaken the chairing of the CIS in 2019, our country would comprehensively support the consolidation and development of traditionally friendly interstate relations meeting common interests.
Being an associated member of the CIS, Turkmenistan stands for further activation of efficient cooperation on the Commonwealth space.Summing up what was said above, President Gurbanguly Berdimuhamedov highlighted the importance of the provision of high organizational level of preparation to the participation of Turkmen side in all coming international events.
Speaker of the Mejlis G.Mammedova informed about the activity of National Parliament for further modernization of legislation and regulatory framework of the country and preparation to the first session of the People’s Council.
Relevant documents for the first session of the People’s Council have been developed by the moment.All organizational issues are solved accordingly with all responsible parties.The activity for popularization and explanation of historical role of the People’s Council in social and political life of our state, development of democratic bases are carried out.
Capabilities of national mass media are widely used for explanation work on the provisions of Constitutional Law of Turkmenistan on People’s Council.Having listened to the information, President Gurbanguly Berdimuhamedov noted the necessity to follow the requirements of further development of Turkmen society during elaboration of new laws.
High rate of social and economic reform processes requires to take fast, flexible and timely decisions, the Head of the State highlighted, having focused on the importance of the cooperation between the deputies and local executive power authorities on sites.
Having focused in the objectives coming national forum, the President of the country highlighted that the People’s Council is the highest legislation body taking decisions on important objectives of the state life.
The Head of the State noted that it is necessary to elaborate on all provisions related to the first session of the People’s Council including the legalization of the status of its members.
After, Head of Türkmenhowaýollary Service D.Saburov, who was invited to the session, made report.The Head of the Service informed that relevant works for construction of new and modernization of existing airports are carried out in the velayats for realization of the Programme of the President of Turkmenistan on social and economic development of the country in 2018 2024 and for fulfilment of the assignments on the increment of the number of local flights.
Having noted in the report that technical fleet of Türkmenhowaýollary is systematically renewed with modern aircrafts for local and international flights, the Head of the Service highlighted that these works provide favourable conditions for development of cooperation in air transportation.
In this regard, the Head of the State highlighted that selection of Boeing aircrafts by Turkmenistan is dictated by positive practice of their practical use in international, regional and local airlines.
This decision is also stipulated by the intent to set high international standards of passenger service and to provide the safety of flights on all routes, the President said.
The Head of the state approved the proposal on procurement of new aircrafts, having addressed Saburov with the number of specific assignments.Minister of Internal Affairs I.Muliokov, who was also invited to the session, reported on the preparation to International rally Amul Hazar 2018 and on the measrues taken for organization of coming sport competition on proper level.
The Minister of Interior presented driving licence and sport vehicle technical passport to the President.
