Lebap etrap authorities confiscate tenants’ land to employ pardoned convicts

In Koitendag etrap, Lebap velayat, the local authorities are trying to confiscate plots of land from land tenants and to hand them over to those pardoned pursuant to the President’s decree. This is how the recommendation issued by President Gurbanguly Berdtmukahmmedov to employ former convicts is being implemented.

During acts of pardon, which are signed by the head of state several times a year, the local authorities are obliged to address the problem of employment of former prisoners.

On the occasion of the 25th anniversary of Turkmenistan’s neutrality in December 2020, the President pardoned 2078 citizens.

The unemployment problem is very severe in Turkmenistan.Employees of organizations and companies are being made redundant.

In these circumstances, it is next to impossible to find jobs for as many as fifty people.Yet, disobeying the Presidential order can bring about negative consequences.

Khyakim of Koitedag etrap Sokhbet Allakulyev instructed that the heads of agricultural associations identify plots of land rented by those who are currently outside Turkmenistan (migrant workers and students) to subsequently hand them over (fully or partially) to those who have been released from prison.

Land lease agreements are concluded with one member of the family of the legal age. In case a person who has signed an agreement has found work and left, his family will continue to execute the terms of the agreement and grow cotton or wheat.

Rural residents are now very busy because the cotton sewing campaign is being completed and the wheat harvesting campaign is about to be launched. This requires a lot of money and effort. Nobody is willing to give away the results of their hard work.

Outraged land tenants are trying to inform the executives of the etrap of serious potential consequences of their decision, which could lead to conflict not only between rural inhabitants and the local authorities, but between current and new land tenants.

Inhabitants of the village of Ters and other villages of Koitendag etrap are facing similar problems. They are being very cautious and preventing the khyakim from undertaking such measures, which might exacerbate the severe economic and social situation in the region.
