Russian, Turkmen National Communication Companies to Deepen Mutual Interaction

The Head of Türkmenaragatnaşyk (Turkmen Communications) Agency Hajymyrat Hudayguliyev during the visit of Turkmen government delegation held meetings with the senior management of Russia’s Ministry of Digital Development, Communications and Mass Media, Rostelecom Communications company, Moscow Technical University of Communications and Informatics, Russian Post company.

Turkmenistan shows great interest in cooperation with the Russian Federation for the development of transit traffic routes, training of highly qualified specialists in the field of ICT and cybersecurity, exchange of experience in the field of digital economy, introduction of e-government system, creation of DATA Centra and in other areas.

During the meeting with the Minister of Digital Development, Communications and Mass Media Maksut Shadayev, Turkmen Communications informed on its activities on expansion of the main transport network using DWDM equipment and zone transport networks on the IP platform, the development of mobile communications in the country and other projects, in connection with which the demand for the diversification of international traffic and data transmission is growing.

Turkmenistan has seven international communication links with Iran, Kazakhstan, Uzbekistan and four with Afghanistan, and there is a possibility of transit of Russian traffic in the direction of Afghanistan, Iran, Uzbekistan;

Turkmen Communications maintains fruitful cooperation with such Russian companies as Rostelecom, Russian Post, Eastwind, Novocard and expresses interest in establishing cooperation with Roskomnadzor.

Turkmen Communications has been working with Rostelecom since 2006, after signing the Agreement with the Center for International Settlements (CIDC).At a meeting with its President Mikhail Oseevsky, Hudayguliyev noted that the majority of the capacity purchased in Turkmenistan is Internet traffic provided by Rostelecom, and over the past three years this capacity has quadrupled and amounted to 40G / bit.

The creation of smart cities is another important area of discussion where Turkmenistan is interested in the experience and innovative solutions of Rostelecom.

At the meeting with Maxim Akinin, General Director of Russian Post, the participants noted the stable character of partnership with Turkmen Post and expressed desire to expand cooperation in this area.

The parties discussed the resumption of direct mail exchange between the two operators via Turkmenistan airlines, bypassing any transit routes, and the delivery of export goods, including textile products, via Turkmen Post.

The side made proposals for the mutual placement of products for sale in the online stores of Russian Post and Turkmen Post and underlined the readiness to organize the transit transportation of postal items of Russian Post through Turkmenistan in closed containers to Iran, Afghanistan and Uzbekistan.

Head of Turkmen Communications discussed with the Rector of the Moscow Technical University of Communications and Informatics (MTUCI) Sergey Yerokhin the training of specialists as one of the main topics.

In particular, the parties expressed interest in establishing cooperation between MTUCI and the Institute of Telecommunications and Informatics of Turkmenistan, in the field of advanced training of teachers and specialists in information security and ICT.

Turkmen delegation invited the senior management of Russian communication companies and entities to participate in the XIV International Exhibition and Scientific Conference “Turkmentel 2021” to be hosted in Ashgabat in November. The conference will serve as a good platform for Russian companies willing to participate in projects in Turkmenistan.
