The man who cut off a telephone cable in Gulsenem Taganova’s apartment identified

In October, 2020 “Chronicles of Turkmenistan” reported that Gulsenem Taganova was forced to retire without being provided with accommodation she is entitled to by law.

However, the woman continued to assert her right for accommodation.

On 15 November, an unidentified man cut off a telephone cable in the apartment where Taganova resides together with her daughter’s family. His actions were recorded by a CCTV camera and later a video was posted on the website of “Chronicles of Turkmenistan”.

A few days after the publication neighbours from adjacent houses told Gulsenem’s daughter that they had repeatedly seen this man.

It turned out that the man lives nearby. The daughter contacted a district police officer and gave the man’s address. The police officer headed there on his own and promised the woman that he would keep her updated. An hour later he called back and said that he would not investigate the case and apologized.

An acquaintance of Gulsenem’s daughter, a former law enforcement officer, told her that most likely it was one of the NSM safe houses.People doing an assignment for the special services are allowed to reside there.

District police officers generally are aware of such apartments which are located in the area under their jurisdiction.None of police officers would dare initiate a criminal case or detain a person who lives in such an apartment.

Gulsenem Taganova, a gardener from the closed joint stock company “Khyzmat”, which is comprised into “Turkmenneft” holding.

For 13 years Taganova had been on the waiting list to obtain accommodation in the organization she was employed by.The woman saw that many of her co-workers who had been included in the waiting list later were provided with apartments in newly-built apartment blocks and therefore, she contacted the executives of her organization and the Ministry.

Each time she was promised that she would be the next on the list to be provided with accommodation.

Taganova also contacted the Executive Office of the Turkmen President.She failed to receive any response and in April 2018 and August 2020 she recorded the videos to address the President of Turkmenistan through “Chronicles of Turkmenistan”.The post The man who cut off a telephone cable in Gulsenem Taganova’s apartment identified first appeared on Chronicles of Turkmenistan.
