Correspondents of “Chronicles of Turkmenistan” have learned about some decisions made at the session of the Turkmenistan’s security council on 6 January, 2021.
President Gurbanguly Berdymukhammedov is concerned about embezzlement, misappropriation of funds and other financial violations which are rampant in Turkmenistan’s armed forces.
The NSM (National Security Ministry) and a special task force of Turkmenistan’s Defense Ministry have been instructed to carry out an audit of warehouses where property and armaments of military units are held. Finance departments will be subjected to thorough inspections, starting with that of the Defense Ministry.
Numerous cases when conscripts doing military service are obliged to purchase uniforms suggest that funds allocated from the state budget are misused.In many military units conscripts from the autumn draft were obliged to buy winter uniforms, including mittens.
Allegedly the quantity and quality of food for conscripts does not tally with receipts and delivery documents.Numerous violations have been identified in the supply of fuel for military vehicles.
These violations have come as no surprise before but it appears that because of a shortage of funds in the government coffers, the authorities have launched a campaign to combat embezzlement.
Pursuant to the decision made at Turkmenistan’s security council session local public prosecutor’s offices will carry out regular inspections (a few times a year) of all Turkmen penitentiary institutions to ensure compliance of prison and colony administrations with the law.
The decision was made following cases of severe violations of inmates’ rights by colony staff which had leaked to foreign media outlets.
