Privately-owned houses in Ashgabat can be sold only for a bribe

Ashgabat officials have made the process of selling privately-owned houses more complicated. Correspondents of “Chronicles of Turkmenistan” report that in recent months during the procedure of private property purchase and sale notary offices demand that a property owner provide a sale permit issued by the khyakimlik’s office.

According to those willing to sell their houses, the permit costs about 20 thousand manats.It is not required by law or at least none of the officials can provide an official document proving that the permit from the khyakimlik’s office needs to be presented.

However, in practice, no housing purchase and sale transaction is registered without the aforementioned document.

The amount is quite large and not many can afford to pay such amounts of money. The majority of sellers ask buyers to cover these expenses by lowering the value of property by this amount. However, not all buyers agree to pay 20 thousand manats prior to the transaction.

It appears that the officials proposed this scheme for personal wealth accumulation.In the meantime there are a lot of those who intend to leave the country and for this reason cash should go in the pockets of those who are in charge of paperwork, a resident of the capital, who is trying to sell his house, believes.
